  • Minnesota Policies: Minnesota's shift away from fossil fuels raised questions about its impact on North Dakota. Xcel stated that the rate increases aren't driven by policy differences between the two states and that they've made investments to ensure power reliability. They also highlighted their continued use of natural gas and the potential for a new natural gas-powered plant in eastern North Dakota if a pipeline is built to bring natural gas from the state's western oilfields.
